No, he’s acknowledging that in this one activity he can’t fault the reality that a trans-woman is not biologically the same as a born woman. In sports it can conceivably matter. In this one circumstance he’s cautious about forcing others to accept what could be an unfair advantage.
I’m not sure how you can read his comments in this article as “throw them to the wolves”.
