I dont fully understand HCD APR data. So is the data here double counting units ? Like units submitted and are now completed are counted in both cats? Or does submitted only mean units in the submitted category at the moment, and once they move to entitled they're removed from submitted category?

Tenant stability is ensured with rent stabilization during occupancy, but if the same rent ceiling applies with new households, then your regulatory system is turning market housing into effectively subsidized housing. Which is fine but then people who need subsidies should be priority.

IMO if you have a rent stabilization system where rents reset to market-rate upon vacancy, then allowing anyone to apply for that unit makes sense. If rents do not reset after vacancy then the unit should be deed-restricted only for low-income households. (IDK how New York's or Mamdani's unit works)

The only AC Transit lines that are as good or better than 10 years ago are the bus lines touching UC Berkeley and the International Blvd bus. Why? Because UC is subsidizing Cal student passes, ergo, guaranteeing ridership. In other words, subsidies for bus service fuel better service.
