It's like trying to deal with a syphilis outbreak. No good just treating the symptoms in your own town because there will just be more reinfection. Deal with the spreaders wherever they are from.

Today I drove from North Lincolnshire to near Epping in London and saw half a dozen flags at most. A couple on a bridge in Lincoln and 3 or 4 over the length of the A1. Haven't seen one within 5 miles of my house.
