Surrendering to mere harm reduction is not just immoral, it's also ineffective. The Democrats have spent the last decade trying to shame the people who want more than that into turning out for them and it emphatically has not worked.
We need leaders that inspire hope.

In the case of immigration it boils down to two contradictory principles. They want cheap labour to undermine wages, but they also want an ethnostate. There are many horrifying solutions they try and get around this conflict.
The left normally gives up on a perfect solution when it's reversed.
It's also rooted in opposition to organized labor. With more people it's easier to find someone willing to accept below minimum wage.
I would class that as actively hostile. But I don't really pay attention to what Gavin Newsom says and I vaguely remember hearing that what I said is excusable (whatever that is).
But his treatment of homeless people is unambiguously evil.
